You're being too kind. Yes, it is a polite way to reject a founder without seeming like a jerk and yet, failing to give sound feedback or meaningful advice is wasteful and misleading.

VCs who won't (or can't) actually explain why they won't invest are a problem. Sure, they're being polite... Polite doesn't help train winners.
